George David Banks and Marty Hall have been selected by Ranking Member Rep. Garret Graves (R-LA) to join the Republican Staff for the House Select Committee on the Climate Crisis. Both are environmental policy and White House veterans: Banks, previously a Presidential Advisor to the Trump Administration, will serve as chief strategist; and Hall, an environmental aide to former President George W. Bush, is now staff director.

While Banks and Hall have conservative career records, they possess more centrist views on global warming, potentially representing a shift within some Republican Congressmen to take this issue more seriously leading into 2020.
While Special Assistant to the President, Banks unsuccessfully advocated for the U.S. to stay in the Paris Climate Agreement. He resigned from the White House in February 2018 to join the American Council on Capital Formation (a conservative think tank). Hall was the Deputy Staff Director for the U.S. Senate Environment and Public Works Committee prior to his tenure with the Bush Administration, and now works for Clearpath Foundation, a conservative clean energy organization.
