Richard Lukas serves as Legislative Director overseeing NGA’s economic development and revitalization portfolio, where he advises and engages on legislative and regulatory issues in transportation, infrastructure, energy, environment, land management, economic and community development, commerce, telecommunications, public finance, tax and international trade. Since joining NGA in 2019, Lukas led the adoption of Governors’ Principles for National Infrastructure Investment, supported several rounds of successful advocacy to provide federal relief and support to states and territories in response to the COVID-19 pandemic, spearheaded Governors’ engagement in the enactment of the Infrastructure Investment and Jobs Act, and lobbied for the passage of the CHIPS and Science Act of 2022.
Chief Public Policy Officer and Senior Vice President Government FMI
Jennifer serves as Chief Public Policy Officer for FMI – the Food Industry Association overseeing FMI’s federal, state and regulatory efforts on public policy, legislative and political issues impacting the food industry. Jennifer has supported the expansion and growing complexity of the association for the past two decades that now includes retail, wholesale and manufacturing operations reflecting the full spectrum of the supply chain. She has been involved in leading successful advocacy efforts to reform the debit card marketplace; legislate and implement the Food Safety Modernization Act; and to preserve the confidentiality of business data via a U.S. Supreme Court case, FMI v. Argus Leader.
